The development and adoption of GROWING TOGETHER: A Comprehensive Plan for Central Lancaster County, Pennsylvania, was the LIMC's most ambitious undertaking to date. It is a regional plan for eleven municipalities that are members of the Lancaster Inter-Municipal Committee (LIMC). The municipalities are Lancaster City, the boroughs of East Petersburg, Millersville, and Mountville, and the townships of East Hempfield, East Lampeter, Lancaster, Manheim, Manor, West Hempfield, and West Lampeter. The plan was the first of its kind in Pennsylvania, in that no other comprehensive plan in the state has been a cooperative effort of so many municipalities in the core of a metropolitan area.
The LIMC made the decision to develop a regional comprehensive plan in 2001. A long process followed during which the LIMC, its member municipalities, the Lancaster County Planning Commission (LCPC), a steering committee with municipal and LCPC representatives, consultants, and the general public all had important roles. The plan was completed and eleven municipalities adopted it in 2007. See the accompanying list of steps in the Growing Together project history.
The Growing Together plan includes approximately 300 pages, with chapters on background information, goals and objectives, and topics such as land use, transportation, housing, parks and open space, natural resource protection, and implementation. Much of the plan is structured around 18 major goals, 115 more detailed objectives, and nearly 300 strategies for accomplishing those objectives.
